It could be a little of both??? It could be a new hair growth cycle coming to the surface. It could be that hair follicles are waking up from the low fluences used? Some areas are prone to laser hair stimulation, naturally. Whatever the cause, zap it until it it is not appropriate to use laser anymore and then switch to electrolysis.
I was at a conference this past Sunday and the speaker, who is a laser expert, said that paradoxical laser hair stimulation is a rare occurrence. He only saw two cases in ten years.
Ppffff! It is not rare. I see it a lot in my practice. I'm cleaning up many messes on clients who are very depressed because laser stimulated more hair to grow on their face, shoulders or upper arms, especially.
I showed him a picture of my present case and I had many more that I could have showed him if he wanted to dig further with me.
