Yes, for you it must be really disturbing and odd to have hair in areas even a significant amount of men don't have any hair. And since they are probably fine hairs and may be a bit problematic to get rid of with laser, or time consuming with electrolysis as you said you have hair at a large area. Have you considered bleaching? At least for your arms. It is just my opinion but blondish hair looks fine on arms. I say this because I've known a girl who was considerably hairier than most girls. She used to trim and bleach the hairs on her arms, and she was much attractive than others. She even had hair on her upper arms and didn't have any problem showing them off. She also had a whitish peach fuzz on her face. On the other side she had perfectly smooth legs which I think she waxed or something else.
I mean, going through permanent hair removal is not easy, needs time, money and patience. Before devotion for each of these, you may try modifying your look there or here. It may help. 10 years ago, I would find it gross for a female to have hair on back, chest and etc, but now I think differently, it is just a natural phenomenon. I assess the opposite sex as a whole, if she has suitable traits then hair is not that of a problem. What I am trying to tell that the important thing is how well you feel comfortable with yourself and as a result how much you can be yourself showing your real characteristics. These all combined may make you more attractive than other girls. Getting back to the hair issue, I don't care about it on opposite sex, so I am sure there are many guys out there who won't either.
