If that is how your electrologist wishes to do it, that's perfectly fine. And once you have removed the hairs on your lower neck, maintenance work will keep you hair free most of the time.
If the electrologist has adapted his/her technique, the telogen can be treated effectively too. This is what me and my sister are doing.
I like to keep skincare natural. I use witch hazel water as a toner and rosehip oil as a moisturiser, which I believe also helps to fade the pigmentation you may get when the scabs fall off.
