My friend had treatments at Aura Skin Spa in SF successfully. I posted about it here maybe some 5-6 years ago. She came in knowing settings after speaking with me and they were pretty open minded.
Laser is not that expensive nowadays. I would look for someone great, not absolute cheapest necessarily.
