Hair growth increase in some laser treated areas

A 23-year-old male with pale skin and light-to-brown hair wrote about his bad laser experience and asked me to paraphrase his email. Five years ago, he went to a doctor-supervised facility and had about a dozen treatments over 2 years with three longer wavelength lasers. Some areas were permanently reduced, but others seemed to get worse.
