you don’t need to wait for all the hair to grow in. it’s actually best to go in as soon as hairs come in so you can kill them while they’re weak. you should concentrate on that approach. going in as often as possible to keep the area consistently free of any hair.

are you considering laser on the same area or on a different area? there is no point of doing laser on the same area, plus it’s not a good idea for most people to do laser on the face. and no, lasers have been around for 10 years now for LHR purposes, and all studies indicate that they’re completely safe. They don’t produce any harmful radiation and don’t penetrate deep enough to cause any internal damage. There are absolutely not side effects granted you are being treated by a professional who knows what they’re doing, just like with electrolysis and anything else. I would know. I’ve had both done. Please read the FAQ on laser under the link below. However, like I said above, if you’re considering it on the same area you’re getting electrolysis, it’s not a good idea and counterproductive. Laser is best on coarse dark dense hair and light skin.
