Laser only works on the most coarse hair. And even that, with the best machine and settings. Fine hair can see stimulated growth, i.e. it can get worse. For such a small area, I personally wouldn’t recommend laser, especially when a lot of the hair isn’t very coarse (coarse is the type of hair that leaves a shadow like bikini or underarms). Even if you remove 100% of the coarse hair, you’ll still need electrolysis to get rid of the rest. Might as well tackle it all with electrolysis and save time.
You shouldn’t be getting any pigmentation at good settings. They would need to test your skin to figure out what they are. Are they saying it’s likely you’ll get pigmentation?
I think you’re confused about cooling. There is a cooling device on most machines which works during the treatment. Afterwards, it’s not necessary to do anything, but some use ice to calm the area, or cooled aloe vera gel.
You can’t use photosensitive medications while doing laser. Some acne medication like Accutane is.

Well i would say my upperlip has lot of corse hair and it does leave a shadow… As for pigmentaion, they mentioned that if u do get pigmented it will go away or worst case go away in one year–don’t know if i should be scared about it?
They havn’t tested me yet cause i only went for consultation…

Do you know if its ok if i used benzoyl peroxide for acne in last week and then get laser hair removal in week or so or my skin will photosensitive cause of acne medication?
Is normal to get results of 75-95% reduction in hair? does type of machince makes difference in results?
I would be wary of going to a clinic who assumes that pigmentation is a norm and can’t be avoided.
Any photosensitive medications cannot be used while doing laser.
You can judge their experience by the settings they want to use on you. You should find those out.
If the machine and settings are good for your skin type and everything is done well, and you see almost 100% shedding after each treatment, you should be getting 90-100% removal of coarse hair. Finer hair will remain.
