Can a hair follicle that’s been successfully killed ever start growing hair again?

No!

It should not. But remember, you have about 5 million hair follicles on your body…(but only about half of them grow hair)

Which is to say; if a hair was permanently removed, and a follicle near by grew a hair, would you know the difference? Probably not, and you would say, "That/those hair(s) grew back! I got ripped off!

It is stuff like this that is the reason electrologists have to spend so much time explaining to clients that the only way to “Test Out” the electrolysis treatment is to take a before picture, an after picture, and then wait one year and take another after picture on the anniversary of the one treatment. In the mean time, one would have wasted the opportunity to have finished the area just to see that it does actually work, even though it looks like “all the hair grew back in 3 weeks.”
